Publish a taxpayer's Business Card

Set (replace) the Peppol Directory Business Card for the taxpayer named
in x-ae-taxpayer-id. This does not list the taxpayer yet — call
POST /taxpayers/directory afterwards to (re)index it.

The card is public once listed (name, country, identifiers). Preserves the
taxpayer's Peppol routing (services + certificate); only the card is replaced. Returns
404 if the taxpayer has not completed onboarding (no SMP record yet).

Taxpayer ID (txpay_…) that granted your organization access. Required with an organization API key; optional with a taxpayer access token, which already names its taxpayer. Use the taxpayer ID, not its TIN.

Grant ID (tgr_…) to act through, with an organization API key. The request then has exactly that grant's scopes and fails once the grant is revoked. Without it, the key acts through all of the organization's active grants on the taxpayer.
